It does look like that, they haven't really explained it that well in regards of that. They should of added an FAQ to it.

Does this mean if Habbo aren't affiliated with fansites then we're not affiliated with Habbo thus we can sell VIP? I doubt it.

Techincally, I'd say yes..... If we're no longer official, surely we don't need to abide by the official fansite way?

Un-official fansites still have to abide by it as there is the affiliation with Habbo etc but now it seems that they dont want that now.

There are 15 on the official list. I mean seriously? That's not a very long list in my opinion.
