How come Callie has this badge when were not allowed to say drugs? If were going to talk to her about drugs were gonna have to put . " ' in between them?

It wasn't that she had the badge on going in, so that people would talk to her about drugs... Just she was scanning through her badges (of which she had her staff badge originaly) and noticed she had one, then said "Why do I have a frank badge?".
