Legally if a user no longer wants their details to be on HabboxForum db they can request the removal of email, IP etc so then all they have to do is change the password and boom, your locked out

You're making it more difficult than it needs to be, change your email to one that's not yours and change your PW to a random string of letters that you C+P and delete.
Your idea wouldn't work for two reasons...
Legally I don't think there's any requirement, I'm sure there's something in the Habbox T&C that if you put up the information it will continue to be accessible. IPs can't be removed without hassle and there's no real pretext for removal of IP...but you could remove your own email by changing it to a fake one, without needing admins.
Also, your method wouldn't work because without a valid email there would never be a link to click the PW, hence the PW wouldn't change from current (else I could continually reset someone's PW just by entering their email, the link has to be clicked.)
Not that this really matters, I think the main point is that we agree that the disabling isn't necessary, just not sure if you're talking about the IP stuff for safety of records as opposed to for the purpose of a lockout.

No, im not saying you HAVE to do it that way but it is actually a legal procedure. Its data protection act, if you don't want them to have it you can request it to be removed. Plus getting a IP out isnt hard just go to the users profile in AdminCP.

I haven't read the rest of the thread but the reason for this is so that all the information on their profile isn't viewable any more. Most of the time when someone leaves facebook its because they're not happy with the way they handle privacy.
To my knowledge there is nothing in the data protection act that requires the removal of personal information from a website unless there is a court injunction specifically telling the data controller of that organisation to remove said personal information. I could be wrong but I am almost certain providing there is no issue with the way the data was acquired etc, we don't have a statutory duty to remove information on demand of the member unless that information is publicly available.
