Only way I can think of this working is
i) New clothes in catalogue for additional credit prices but only for certain groups i.e. new hat VIP only, new shoes HC only etc.
ii) Some VIP already available items being on sale to other users for additional credit prices i.e. VIP Cat Ears for Non VIP member 5c.
