    Again, councillors won't have even seen this. It's not like they sit there approving every action the council takes (Though that would make it much more forgiveable, design by committee never has a good outcome). It'll have gone across the desks of planning, council housing and some external engineers / contractors. Certainly no one elected to a position. One should hope not in any case. There'll be loads of people who thought it was dumb but the council is required to put a ramp there due to equality laws and this is the only way to have a shallow enough ramp.
