I'd say it does, this should be a minor footnote if mentioned at all in the judgement of someone who is still out and about committing major offences and putting people in very real danger. Or of course you could go the other way and instead of focusing on the person focus on the issue of how society tackles the teaching of race in youth culture, in which case the person saying X phrase is not important.
