Because HRH William was the first born of HRH Charles, so once William has his children Harry is pushed behind. Much the same way in that Anne, Andrew and Edward have all been pushed behind the children and grandchildren of Charles... they themselves were all once 2nd, 3rd and 4th to the throne and now they're something like 10th+.

Interesting to note though that the Saudi throne works from sibling to sibling rather than from father/mother to the first born, which is exactly why all the Saudi Kings tend to be very old when coming to the throne... which is something they're considering changing sometime.
