No because It's equivelant to fan art, as long as he didn't claim it as him making it 100%, it's ok

Okay, I have no idea what you meant by that because you said "think," which could mean either thin or thick.
Here is my definition of ripping:
"Taking credit for somone elses work without wanted permission."
Which basically means, if person A makes something, and person B wants to use it, B must ask A if A wants to be asked before somone uses his something. Otherwise it is irrelevant, of course B must know that A want to be asked by B about using A's something, which is annoying because A might not always state so, in this case, A must state at the time of B using A's something or before, otherwise party C must take action by assuming A doesn't want B to use A's something.
If A's something is fanart or a fanfic based upon the hobby that A's something is then ripping as that's just rubbish. If A's hobby makes a new something and A decides to pass his hobby's something off as his own something then ripping will again apply as it wasn't made completely, 100% by A.

Has Sulake gave permission to any pixel artist to use their "bases"?
