I don't think he should have done it in the first place but if he realises what he's done wrong and promises not to do it again, there's no harm in accepting his apology. There's no point going on at him, we can't change the past.

Plus, the person should just take it as a compliment, their work must of been good enough if someone else wanted to claim it as their own.
