Okay, there is no mention of him. Couldn't put the character's voice to his though.

Looking good I think it is New York, but they never have the real city names other than in GTA London . There isn't a real suggestion that you will be moving from place to place in the game, in fact the character says "Maybe here, it will be different", which suggests he will be staying in that city and also ties in with the idea it is NYC - America being the land of hope and dreams and that is exactly what Italian Immigrants years ago would have thought when passing the Statue of Liberty and entering New York.

Further things that suggest it is New York:

• Statue of Liberty
• Empire State Building
• GetALife building (or in other words the MetLife Building).

Liberty City has always been GTA's New York. So in that sense, it is. But it's definately Liberty City.

rockstar never put the actuall names it represented ie liberty city : new york

so it will be based on new york but chances are it probably won't be called GTA IV:New York
