Ye i think he needs to explain the rule a bit more

In other words if you get a perm ban but come back on clones and cause more trouble such as latest "users" then you owuld be banned constaly till you give up.

Where as

If you get a perm ban but come back on a clone but be good and behave without breaking any rules you can stay.
