I was under the impression that american line speeds are fast in the cities but not as much out of them. Whilst the UK is pretty much DSL/Cable (not fiber) everywhere (being more compact and whatnot). Fiber will be placed soon. BT is currently laying the 21st century network or something.

Internet speeds are greatly limited at the moment because most of our internet comes through our phone cables. We'll only get 100mbs + when we switch to fibre.
