Don't see why not, all they did was rugby tackle him to the ground, it's not easy to get hold of their hands and arrest them when they're sprinting. He'll just be shocked and he may get a little bruise on his back but I highly doubt he can count it as human right's abuse if he's been driving 110mph down a motorway at the age of 13
