Mine was fine yesterday, today it is the same as MissAlice's.
edit; oh wait, i see what it is now, notifications are for everything and not just PMs. so unless you don't have any, it won't show up?
i'll stick to the other way
and just so you know, there is a little error when you go to the options: Would you like notifications to appear in the Private Messages area? If no, iyou will only be informed of unread Private Messages.

Sorry I've been at work all night and am going to bed now. But tomorrow I will fix it.
If the Show Notifications? is set to yes you should see the PMs when you get a new one, if it is set to no you will always see them.
Everyone was set to Yes by default, so change it to No if you want too
