If you go against the grain of your skin then yes you get ingrown hairs and it can be painful.

I just trim it with scissors :S
Make it nice and neat, and shave the outline and the base of the penis.
When you shave the base of your penis, you gain an extra inch = WIN.
Also, I shaved them all off once, it was so irritating!

I'm just too lazy in the first place lol.
