You should be able to retract your foreskin over your glans not only for pleasure, but for cleanliness. You should run yourself a hot bath and soak in it for a while, this will make your foreskin softer and easier to retract. You can also use soap or some sort of lubricant to help as well, just make sure it won't irritate your glans, you don't want it stuck behind there and unable to get out! I think if you continue to pleasure yourself your foreskin will loosen up and retract all the way over your glans, just make sure you wash underneath your foreskin because you don't want ****** (**** cheese) to form underneath there!!!

As for the sex, you should wait until you can fully retract your foreskin not only for your pleasure but for the prevention of pregnancy. Sensitivity is usually very high during puberty, especially where you have described. It is common in a variety of people and is nothing to worry about, it mostly dissapears after around the 6 month mark but has been known in some cases to last just slightly longer. SI is fine while it is in that state, although it may hurt quite alot.
