Having a moderator spend an hour looking into logs to prove whether someone was joking or not is a terrible use of time. If you want a service which has that level of investigation on calls (and I can tell you for free that NO game operates on that basis), then it would require hundreds more staff. Staff costs are one of the biggest costs any company in any sector face and those costs get passed on to customers.
Do you really think the average Habbo player would be happy to pay vastly more for such things as credits simply in order to ascertain whether players are joking or not? My guess is that most players probably wouldn't be happy to finance a few thoughtless players who want free reign to joke about whatever they want with no consequences.
I mean like... sometimes they can't even look into a stupidly simple, most obvious case.
