The credits idea has one major flaw. If you decrease the cost of 1 credit, the items in the catalogue will increase in price. But as you would be manager it is a good idea, though people would probably buy lots of furni and make the Hotel extra laggy...

I would make a new hc badge, and as gold badges are getting common, a new badge for every year you're hc! :p

I would:
1 - Make credits much cheaper and making rares alot cheaper.
2 - Give recognition to every-day habbos on the hotel who help everyone without recieving rewards they deserve.
3 - Only allow users to access their account on their computer [by looking at IP Address]. This would prevent hackers getting into their accounts as they wouldnt be able to!
4 - Bring out new clothes for everyone, and better non-hc clothes
5 - Events that arent always the same plot aka nothing like SOMEONEZ GONE MISSIN AGENZ ANDU AZ TO GET THRU ALL DA MAZES N FIND DA NEW RARE!!!111!!!
6 - Actually socialise with all habbos rather than trying to get respect by giving away rares and trying to sound generous!
7 - Get every-day habbos opinions on what improvements could be made, as apposed to a set group of council members passing on thoughts.
8 - Completely stop the Habbo of the year competition.. Worst event ever made..Why choose two Habbos who have apparently done amazing things [although they may have] so have lots of others? Do they get the same glory?
9 - Get Habbo staff and moderators etc to actually talk to habbos without giving the impression of them looking down on them.
10 - Remind everyone that although we take care of the hotel, we are still normal people like evryone else.. and in the real world we are no-bodies who go about there day the same way as everyone else.
11 - Enforce respect to everyone [God thatd be a challenge!]
12 - Have a public room where everyone can learn about important topics such as std's and real issues that are troubling. Oh oh! And also they wouldnt have to queue like they do the infobus. Id make it fun too..
13 - keep reminding people that Habbo is only a virtual game and no, your life doesnt depend on whether you play it or not.. Infact my number one aim would to monitor every habbos log in time and after about 3 hours ban their Ip for atleast 2 hours so they do something other than staring at pixels..like maybe riding a bike down the road and seeing real pixel beings whom we call humans!
14 - Install the true meaning of habbo.. a friendly chat website that isnt meant to start fights and uproar over the slightest things. A website to play occasionally and meet new people. A website that you shouldnt have to pay for credits and other useless things such as habbo wallpapers..yet another of their scams to con chilldren out of money.. Do they not want to give back to the habbo community by simply gving wallpapers and such things for free? as a token to say "Thanks" for visiting habbo?

There are a few flaws in your ideas. Cheaper credits and rares would mean you probably losing out on money, you need to money to keep good servers running, these servers would be pushing alot of weight with all that cheaply bought furni. Cheaper credits would mean not so cheap furni. A duck would cost 2-3 credits "/

IP access will cause people to leave, many people have IP changes and losing them would mean, no money for you.

But I do like the socialising and getting rid of these stupid popularity events. So good on yoiu for that
