Maybe their setting something up where they can watch all the public rooms without being in one. Like have a room at the offices full of moniters and someone can go on duty for a while

If they are real: They will be like an invisible habbo which can moniter a room without being seen. Lol. Or just a load or MODs like: CCTV-BobBob lol!
Not real: Just trying to make us feel better about losing hobbas and making a fake replacement also making us think something big is happening during maintencace breaks.

Or maybe just maybe, the people in charge of security in habbo felt uninportant and wanted recognition. The recognition similar to a MOD. So there we have it.
