I should have been more specific,
It looks pathetic if people do it with a top that isn't long enough like a lot of my friends do, like around their waists.

Yeah, I dont see it as a boy's fashion. Boys wear belts to hold their pants up (many of which unsuccessfully), girls wear belts more for fashion.
