I wouldn't be against merging Portable Devices into the general technology forums, but as for the distinction between a portable device and a non-portable device I think it's already clearly defined as it is.
A laptop is more portable than a desktop but it should be clear as to why it's not worthy of being posted in the "portable devices" forum. A "classic" laptop isn't small enough and *often* has too poor battery life to be really considered a really portable device. Tablets and sub-notebooks are often smaller and have better battery life, and are designed to be more portable than a laptop. You can pull out a tablet such as the Nexus 7 from your pocket and use it instantly. You cannot within reason pull a full sized laptop out of your pocket and realistically use it instantly like you can with a tablet. If laptops were to be posted in portable devices then we would see posts about 17" laptops with no battery life and clear lack of pocket portability being posted along side small cellular handsets. As aforementioned merging the forums together would make this alright, but so long as portable and non-portable forums exist, seeing both these devices being posted along side each other seems highly impractical.
Portable devices should be (provided that it's not merged) left to tablets, phones, peripherals and that sort of thing. Subnotebooks/netbooks (10-13 inches) are fine to be posted in portable devices as well. Hybrid laptops shouldn't be posted in portable devices unless they're of a small form-factor. The same would apply to embedded systems.
@Kardan If you were to post something about a television remote control than it's logical that it would fit into portable devices. Take luxury remote controllers such as the Logitech Harmony remote. A discussion on such a device is concevable, and would definitely belong best in the portable devices forum. If you were making a thread about how you bought a TV and lost the remove and need to know about Sony's warranty policy on replacing remotes than you could make a good argument that such a post belongs in the general Technology forum because the base device of the topic at hand is the TV set and not the remote, as well as being about Sony's warranty policy. The distinction here between portable and non-portable seems clear to me!
At first glance the distinction between a portable device and a non-portable device might be confusing to some folks, but if you apply common sense to justifying where to make your post, then it isn't so complicated at all. Take hard disks for instance: External hard disks belong in portable devices because they're designed to be portable, designed to be external. Internal hard disks wouldn't be considered portable devices because their intended location of use is within a machine. Adapters to make external hard disks portable would belong in portable devices because this is an portable external peripheral.
edit: @Recursion what!? I thought it was fairly obvious as to why a thumb drive is a portable device. You can literally store them inbetween your toes if you're wearing socks![]()

And @David; I don't really see the need for that general seems to be working as it is... Managements favourite quote tends to be "Why fix something that isn't broken" however as proved in this thread that seems to be as and when it suits them.

If it was something that didn't need changing then there would never have been a feedback thread for it. I'm glad it was brought up actually because they were completely right. Why have a sub forum for such a limited amount of things when we can save the confusion of what goes where and just have them in one place?Don't see why it was removed it was fine as it was.
