I'd say that some of the kids who are about 14/15 who go round saying they've had sex probably haven't done anything even close to sex, let alone the full blown thing. It's just sex is seen as this amazingly cool thing everyone is doing so they feel the need to lie about it to make themselves look big.

But to answer your question, yes.
