and ones with 3 6 18 could also be 12
alphabetical across rows
E comes before L
vowel in row L is O
vowel in row C is E
so panel 7 is 4E or 16E
19 is 4O or 16O

since rows 1 to 4 have consonants in column 5 that clue's on about row 5 so row 5 consonants are in the first half
since that vowel on the fourth row is O and the leftmost one on that row is L the only two that can fit between are M and N

anything else to update i'm reading new one now
panels 22 through 24 have the letters D, F, J and M to split between them
people know me because of that shower thing one time and I do not regret anything
upon further review I feel a rather mild regret is warranted

B C D F G H J K L M
we've used B C G H M L which leaves D F J K but we're not allowed to use K in the bottom row so we know those letters are in order D F J

panel 24: 10J
cause they have to be alphabetical left to right
