Ok so from what I've heard.

Mark Duggan had a proper gun which was loaded but wasn't fired.

In my honest opinion. That gives the police the right to decided between life and death as they are in that situation. So what if he didn't shoot it. if he had there is a possibility one of the officers would have been critically injured. Seems everybody ignored that issue.
