Surely if the sites are down the radio can't be streamed??? IDK anything about that though as I know nothing about the backend

It depends the reason for it being down. But in general if the /down/ page is working then shoutcast should be running. I'll have a play around to see if I can get it running.

To get what running exactly? It would just be adding a player that is linked up to a shoutcast page onto the down page.
