Apparently my area's different to most of the country for some reason, but around here we start high school at 12, and I don't think it's a good idea to supply 12 year olds with condoms. OK, so most won't think "hey look what I can get, I'd best use them", but some will. Anyone who's serious enough about sex to use a condom will go get them wherever they have to go.
