Cool, but I don't think it's fair on the people wanting to become prefects or the admins, as the admins may only choose their friends, and they would get asked by loads of people, making it harder for them to decide, and if people don't get picked a second time over, they're going to be even more upset...

So no it only said that Headboy and Girl would be random.

but it doesn't say that they wouldn't be chosen randomly...

Well, it said the Prefects would organise the group and the events. I don't think random people could do that as they could just remove all the members or something so that impys they wouldn't be random.
