This is just a presumption but when Alex and the rest have selected the Moderators, they'll be asked what section they want to moderate - Just a guess

Something like that Usually I'll ask them to list the sections they want to moderate in order of preference and work around that, and as slowpoke said if a position becomes available in another forum you get first preference
