The best way to get your head around the possibility that a government could orchestrate such an event is to look at public documents. Classified documents eventually get declassifieid because of their age, and you'd be very surprised at what you can read in them - and these are official documents in the public record - free for anyone to read.
In such documents you can find out about how there was a plan in the '60s to blow up a passenger jet full of American students and to blame it on another country. The only reason it didn't go ahead is because Kennedy was disgusted by it and sternly said no way in hell.
Another example is of how America scrambled Japanese radio before the Pearl Harbour tragedy even happened and found out all about the impending incident, but they decided that it was the pretext they needed to go to war and let it happen - a Presidential decision.
The aforementioned are two actual facts. Like I said, they are documents in the public record. Once you see these facts you begin to understand how governments really work.
Most people in 2009 believe that the USA went to war with Iraq based on the WMD story being a lie and that it was simply a pretext to obtain oil.
In another public document prior to 9/11, **** Cheney suggested that, and I quote, "A new Pearl Harbour-type event" occur to make the citizens of the USA put their trust in the government for their safety.
Most of the 9/11 hijackers are still very much alive in the Middle East.
Osama bin Laden was treated at a United States Red Cross hospital in the Middle East just two weeks before 9/11, and has a long, long history of working with the Bush family, from Vietnam to a variety of monetary deals.
None of this is speculation, it's fact in the public record.

Post-edit time, here are a couple of quotes from Operation Northwoods, a proposed fake-terror operation in 1962 devised by the CIA.
a. We could blow up a US ship in Guantanamo Bay and blame Cuba.b. We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. The US could follow up with an air/sea rescue operation covered by US fighters to "evacuate" remaining members of the non-existent crew. Casualty lists in US newspapers would cause a helpful wave of national indignation. The desired resultant from the execution of this plan would be to place the United States in the apparent position of suffering defensible grievances from a rash and irresponsible government of Cuba and to develop an international image of a Cuban threat to peace in the Western Hemisphere

Well, pretty much all such documents mention covering up events and blaming on others, so they're all made up of lies in one way or another.
