I was lucky enough to be under 8freak8, ---MAD--- and nvrspk4 as a manager too (ooer), and I have to admit ---MAD--- did tend to be way more lenient in terms of control over the department. And I never really had much of a problem with nvr as we were pretty much on the same page with most things. 8Freak8 did leave a few months after he hired me, but from what I did do under his reign as General Management he seemed to have a lot more input into. Maybe this was because I had never been a manager before and wanted to make sure things went smoothly, I dont know. I just think the main problem is 1) Managers aren't sure what they do and don't need approval for and 2) There isnt someone active they can turn to. If things did need approving, that could easily be done within 24 hours if that if there someone there who you could instantly ask.
