They removed Hobbas due to corruption and new child laws which ment if they were to keep the Hobbas they'd have to travel around the country interviewing the people who were Hobbas.

Xs aren't trained, before you get the badge you get an orientation session from your X team leader which is basically "read the X handbook in your acceptance email". Hobbas had to go to training sessions.
