Real Madrid wouldn't sell Robinho to Chelsea just like Manchester United wouldn't sell Heinze to Liverpool. Real Madrid didn't want Chelsea to become a dominant force in Europe.

Real Madrid wouldn't sell him to Chelsea because they would not pay the amount that they wanted. Real wanted £32.5m, and City offered that. Plus Chelsea ruined the deal by making shirts with his name on the back, which annoyed Real Madrid.
In the end Robinho was so desperate to leave Real Madrid he was willing to come to City as long as he left the club. As he felt unloved at Real Madrid as they wouldn't re-new his contract because of their fight for Ronaldo, which made him feel even more unwanted.
