There's a lot of communication, however some stuff is kept on a departmental level to develop ideas before bringing it to an inter-departmental level and some stuff is kept secret till the last moment so it's a surprise.

It's not like he's the general manager, site coders won't know what's going on in every department and surely they shouldn't ? Only what they've been asked to work on is what they know, if that's how it all works.
