It's possible via third party tools. You do not "accidentally" create a room event for a room. You have to purposefully seek out a rooms Id. There is no accidentally stumbling upon the Welcome Lounges. If you was testing to see if you could accomplish this, you should have used an alternative room. You should be banned, just as the first abuser was.
