competitors from asia and africa are more or less welcome to compete, so long as they join the EBU and can legitimately enter someone and pay for their maintenance and flights etc.
in the past, morocco once competed (1980) and every year since has had to tell everyone "no, we're not coming back this year, but we might soon" now for 24 years. just like some european countries (kosovo, liechtenstein) can't yet compete because they don't have a national broadcaster to enter into the EBU, or the logistics haven't been sorted yet. if scotland secedes (bye mark) they will need a new national broadcaster (coff stv), apply to the EBU and organise an entry before the year of their entry, so scotland will almost certainly not compete in eurovision the first year they become independent; not because of their location but because of their non-EBU-ness
also facts: libya, jordan, lebanon and algeria are all in the EBU and not in eurovision and not in europe. who competes is weird.
