The Rules have not changed recently, pointless reputation has been against the Rules for a long time and the right to reverse pointless +rep has been in place for quite some time as stated in large blue text in the report rep thread.
The Rule that the Reputation Editor has the right to check through all of your reputation when you report a -rep is not new, I'm just enforcing it a lot more than previous Editors as a result of a substantial crackdown on pointless reputation. When you receive a -rep you have 2 choices: stick with it, don't report it and don't risk getting all pointless reputation removed or report it, have the chance to get the rep removed and risk losing all pointless reputation you have received in the last month.
It's a risk you have to take if you know you're right and are guaranteed to get the -rep removed (judging by the sound of the comment it sounds a little unfair), a certain few users have already bitten the bullet and reported -rep when they know they may have +rep removed too, once I remove the +rep they have nothing to worry about as they've lost the majority of pointless reputation from the previous month already.
Note: I would just like to emphasise that I only go through the last month of received reputation, it's unfair for me to go through reputation gained over a month ago.![]()
