Emo to be made illegal in Russia?

I wouldn't say they were banning being depressed, they're banning emo, which have a negative effect on people and then people act depressed and probably end up convincing themselves they really are depressed so they do stupid things.

I don't care how people dress, but any websites encouraging self-harm or glorifying suicide should definitely be made illegal. The government shouldn't label people like that but I think they do sometimes have a point and it can be sorted out if it's done properly.

It is their choice if they wish to follow that advice.
