I got my iPhone 4 on launch day in Solihull (a relatively small town). I got mine from the O2 store, went there about an hour and a half before opening and was the 34th in line.
In the same shopping mall, there's an Apple store and they sold out within half an hour of opening.

I'd plan to get there a few hours before opening just in case. Check with your local store/shopping mall, a lot of them will open doors early to let people wait inside.

It probably will be. Better to be safe than sorry. I know where I live there was only a few stores that ended up having iPhone 4 devices, they were only allowed 7 each on release day.
