    just need a basic layout
    picture goes at the top, java drop down links menu and a table for the content. will +rep

    Here's a extremely old template I released around a year ago:

    Sounds like that's what you want, seeing as it only uses 3 images and is coded in divs and css it shouldn't be too hard to get it the way you want .
