Man, I mean it is shocking for me to hear a parent brought this law up as parents cannot really discipline their children in this country, You cannot hit kids to discipline them in USA, so it is very hard for parents do some magical parenting method that will make bully stop what they are doing. Looking on their demographic consensus, It is majority white town and they are a middle working class town, so seeing this kind of stuff really raises many questions. I def. don't think this a good idea and who ever that parent was, was just having a bad day and wanted to boost his/her EGO at that time. The focus should be on Mental Health here not paying fines for your children's stupidity.

Jail time, no as it's a pretty extreme punishment. But maybe a hefty fine would encourage the parents to take real action with their kids!
Or maybe threatening the CHILD with an age-suitable scare such as a day in a youth offenders maybe? Then older teenagers a NIGHT in a youth offenders.

The parents are of course responsible for their children and need to be guiding them and instilling good moral values.
But sometimes, the parents can be genuinely good people and at the end of their tether with an unruly child.
Which may have either grown up with bad influences as friends, or have medical behavioural issues!

In which case, the parents should first be offered help to deal with this.

If they can't stop their child from bullying others, then they need to start homeschooling.
It isn't fair that the victims always have to be the ones taken away from socialising with peers.

    MANNERS COST NOTHING!

Everyone you meet is fighting a battle you know nothing about.
    Be kind, always!
