Not quite.

It doesn't "delete windows", it wipes your primary hard disk, which contains your operating system, be it Windows/Linux/*nix.

Untrue.

It would just format your hard drive C:

This meaning all files/applications/.exe's would be deleted

Not quite; some people have multiple hard drives (eg; me) to save files. :)

@ awelsh - Because it would fix your problem.

but how would that fix the problem if it happens on my psp too

Heinous

Not sure how PSP's work, but assuming it's using the same internet connection as the PC you are currently on, I'd say it has something to do with your ISP or router/modem.

But most people only have 1 hard drive for personal use computers. Hardrive default is set to C:

I, myself have multiple external hardrives.

And it's the smart people who use multiple hard drives, such as you and myself, otherwise you're ****ed when you gotta reformat. :)

1 60 primary, 1 x 20 for music, and another 60 for storage.

New PC will have. 120 primary, 2 x 300 for storage. ;)
