Muscles can be built at any age with the right exercise, but 16 is the main age where your body actually develops muscles. If you know what exercises you're doing, for example bench press, dumbell curls, etc I won't describe one. To actually build muscle, you need to eat the right stuff aswell as working out, which is proteins. Fish, eggs, chicken etc are needed for the protein diet, and other proteins.

I go to the gym three or four times a week, play squash for thirty minutes and go up the gym for an hour.
Cross Trainer
All Types Of Weights
Running Machine
And my muscles are building up already, just stick to healthy foods and get into a good routine of going with a friends, try and beat previous targets. I've been going for about two months now and i can see the difference - although you always ache the following morning.
But if you're doing this don't do it to impress other people, do it because you've got a genuine cause for yourself.

You could go now and do it, it won't effect your health that much.
If you are wanting to go to the gym or whatever, make a programme that you will follow. e.g if you are on weights, don't just use all of the machines there. Like work on your arms one day, and then your abs one day, then your back and then legs.
But as I said first, going down to the gym to build up your muscle won't do you any harm unless you go over the top.
