Whats with the grey rep pips, how do u give em? what do they mean?

They are from 'newb' members, they don't really do anything to your rep, they don't add or take away any points.

Actually i think thats blue but I could be wrong. What he means is members that are still newbie in rank (The rank before Junior Member)

Also I think grey reps are when people have given out their allotted reps for the month. Im not sure but I think theres a set limit and once u surpass that limit the reps are grey

A grey rep is where someone has repped you but their rep power is 0, so it didn't add or deduct from your rep.
