How do you give someone rep?

On the top right hand corner of the post, you click the scales :)

Yep, the scales on the top of each post, but you can't give rep unless somebody has atleast given you one rep.

Is there a way to see every rep point you've been given? I know you can see the top 5 or so newest ones but can you see all of them?

no You Can Only See Latest 5, It would be Better If You Could See Them All As Another VIP extra:)
