Best free forum?

Im needing free forum for www.habbohex.com (http://www.habbohex.com) and want to know whats the best one.

It needs to be able to set up staff and forum permisions quickly and possible be able to use avatars and download plugins/hacks

MyBB isn't a free version of vbulletin at all and they're hardly the same except from the way they look.

vbulletin is a lot more advanced than vbulletin, but mybb is simpler because vbulletin just has loads of settings that you will never even need to change.

try yabb (http://www.yabbforum.com)...yabb is customisable and has loads of features, you get control over everything as admin, you can add mods from quick reply boxes to games!
check out my forum ;) (I don't have ftp at the moment so I don't have any mods installed)
