Im needing free forum for www.habbohex.com and want to know whats the best one.
It needs to be able to set up staff and forum permisions quickly and possible be able to use avatars and download plugins/hacks

myBB. As dave said, its almost exactly like vBulletin.

vbulletin is a lot more advanced than vbulletin, but mybb is simpler because vbulletin just has loads of settings that you will never even need to change.
