Yeah, Install what NN said, then run. Point it at your GTA: SA directory. Finish. Open your GTA: SA directory, click samp.exe.

look at downloads section and see, you need GTA: San andreas to play online though, it COULD work if you download the torrent of GTA then get that mod for online multiplayer.

So really it is free and legal i just need a copy of gta san adreas the game for pc?

It's legal, yeah although it's not affiliated with Rockstar but it's still legal and yeah you need a copy of GTA in able to play. :P
