    Yeah, Install what NN said, then run. Point it at your GTA: SA directory. Finish. Open your GTA: SA directory, click samp.exe.

    look at downloads section and see, you need GTA: San andreas to play online though, it COULD work if you download the torrent of GTA then get that mod for online multiplayer.

    It's legal, yeah although it's not affiliated with Rockstar but it's still legal and yeah you need a copy of GTA in able to play.
