in css you can use borders, or border left eg for a class or id or whatever ;) or even a pseudo class to think ;))

As stated above you can use the css border attribute but for instance it won't work on plain text to go around the shape of each letter.... sample usage below:
<div style="border:solid 1px black;">Content Here</div>
