Needing a CSS code

just need a simple css code made for me :)

font colour: green (#00cc00)
bg colour: black (#000000)

scroll bar colours: black backing, green outline and green arrow buttons

plus ill need the code to use it on a page, the < css=filename.css > or something like that, did have one myself but I cant seem to find the file.

okey then :P one bit about that css doesnt work, ive tried changing the various bits but the font colour never changes to green, ive tried font-color, text-color but neither worked
